Terry was born in Long Beach, California before attending UCLA. He graduated from the College of William and Mary Law School, where he was a member of the Board of Editors for the Law Review. Terry began his private practice at Loeb and Loeb, where he worked under the tutelage of John Warren and Frank Keesling. Terry joined Ajalat, Polley, Ayoob & Matarese in 1978 and became a partner in the firm in 1979.

Terry served as adjunct professor in the U.S.C. Graduate School of Business for numerous years. He received the V. Judson Klein award in 1993 as the State Bar’s most outstanding young tax lawyer.

Terry has been extremely active in the State and County Bar Associations. He served as Chair of the Los Angeles County Bar Tax Section and Chair of its State and Local Tax Committee. He also served as Chair of the Taxation Section of the State Bar , served on its Executive Committee and was Chair of its Property and Local Tax Committee. Additionally, Terry served as Chair of the National Association of State Bar Tax Sections (he is the current Treasurer).

Terry acted as a member of the Editorial Advisory Board for The Journal of State Taxation and as a member of the Board of Advisors for The Journal of California Taxation. Terry has authored articles in numerous publications including the Journal of Property Tax Management and The Journal of California Taxation. He has lectured extensively on state and local tax issues before numerous organizations including the Tax Executives Institute, the Institute for Professionals in Taxation, the American Bar Association, the California State Bar Association, the USC Tax Institute, the California Mining Association, the Los Angeles County Bar Association, and the CPA Society.

Terry has been married to his wife Patricia for over 30 years and he has two adult children, Todd and Matthew. Terry is an elder at the Grace Brethren Church, Long Beach.
